“Voted Nay on the Digital Gateway North rezoning, converting ~534 acres on Pageland Lane to Planned Business District for up to 7 million square feet of data centers”
Companion vote to Ordinance No. 23-58, taken at the same December 12-13, 2023 hearing. The board approved the northern half of the PW Digital Gateway rezoning along Pageland Lane, converting roughly 534 acres from A-1 Agricultural to Planned Business District for up to 7 million square feet of data centers plus public facilities including electric substations. Supervisor Angry made the motion, Supervisor Bailey seconded, and the recorded vote was identical to the Digital Gateway South vote: four ayes, three nays, one abstention. Together the two ordinances created what was billed at the time as the largest data center corridor in the world. Both were voided by the Virginia Court of Appeals in March 2026. The official record for this 2023 vote lists supervisors by surname only; Franklin, Wheeler, Lawson and Weir are recorded here as the source names them. Outcome: APPROVED 4-3 with one abstention. Voided by the Virginia Court of Appeals in March 2026. Recorded vote: Nay. Body: Prince William Board of County Supervisors. Measure: REZ2022-00032 (Ord. No. 23-59).
