“Voted Nay on the Digital Gateway South rezoning, converting ~342 acres on Pageland Lane to Planned Business District for up to 3.7 million square feet of data centers”
At the end of a public hearing that ran from December 12 into December 13, 2023, the board approved the southern half of the PW Digital Gateway rezoning, converting roughly 342 acres along Pageland Lane from A-1 Agricultural to Planned Business District for up to 3.7 million square feet of data centers plus electric substations. The land sits north and northwest of Manassas National Battlefield Park. County staff had recommended denial, and the Planning Commission had recommended denial in Resolution 23-089 at its November 8, 2023 hearing; the board approved anyway. Supervisor Angry made the motion, Supervisor Bailey seconded. Supervisor Boddye abstained. This rezoning was later voided by the Virginia Court of Appeals in March 2026, a ruling the board declined to appeal. The official record for this 2023 vote lists supervisors by surname only; Franklin, Wheeler, Lawson and Weir are recorded here as the source names them. Outcome: APPROVED 4-3 with one abstention, over staff and Planning Commission recommendations of denial. The rezoning was voided by the Virginia Court of Appeals in March 2026 and the county declined to appeal. Recorded vote: Nay. Body: Prince William Board of County Supervisors. Measure: REZ2022-00033 (Ord. No. 23-58).
