The Virginia House of Delegates passed SB 94 with a substitute. The bill requires localities to obtain a site assessment of a proposed high energy use facility's (data center's) sound profile on nearby homes and schools before granting rezoning, a special exception or a special use permit, and allows localities to require assessment of water, agricultural, park, historic and forestland impacts.
